A costed roadmap is a sequenced plan where every recommendation carries a price, an owner and a position in the order of operations.
The deliverable most strategy engagements produce is a direction. The deliverable a business can act on is a direction with money and sequence attached, written to be executed by a team that was not in the room when it was decided.
Without cost and sequence, a strategy is a preference. With them, it is a decision someone can approve.
